Registered behaviour analyst Ontario: what clinic owners need to know

Registered behaviour analyst Ontario searches mostly lead to one rule: since 1 July 2024, only people registered with the College of Psychologists and Behaviour Analysts of Ontario may use the title “behaviour analyst”. This dated explainer, last checked on 8 October 2026, summarizes the College’s own guidance for clinic owners on titles, supervision, registration routes and Ontario Autism Program funding.

What changed on 1 July 2024

The Psychology and Applied Behaviour Analysis Act, 2021 was proclaimed on 1 July 2024. Section 8(1) says no person other than a member of the College may use the title “behaviour analyst”, a variation or abbreviation of it, or an equivalent in another language, and section 8(2) bars holding oneself out as a person qualified to practise as a behaviour analyst [ABA-1]. The Act sets fines of up to $25,000 for a first offence and up to $50,000 for a later one [ABA-1].

The Act defines the practice of applied behaviour analysis as assessing behaviour and its functions through direct observation and measurement, and designing, delivering and evaluating interventions drawn from the principles of behaviour [ABA-1]. The College says behaviour analysts are “not authorized to perform any controlled acts” [ABA-3], and it describes ABA activities as unrestricted, so what the Act restricts is a title and holding out, not the activity of delivering ABA [ABA-2].

People often say “registered behaviour analyst” for someone registered with the College as a behaviour analyst. The registration regulation sets two classes of certificate for behaviour analysts: one authorizing autonomous practice and one authorizing supervised practice [ABA-4]. The College’s public register shows who holds which.

What the title rule covers, and what it does not

The College states that “Only the title ‘Behaviour Analyst’ is regulated by the College”, and adds that someone who is not registered cannot use earned ABA credentials such as BCBA or BCBA-D to present themselves as a behaviour analyst [ABA-3]. Delivering ABA techniques is not itself a controlled act, and the College describes those activities as being in the public domain, while reminding unregistered providers to watch how they describe themselves [ABA-2].

The test for holding out is practical. The College says it would look at all the circumstances, including the context and language of communications, and focus on what a reasonable service recipient or funder would understand about whether a regulated professional provided or supervised the service [ABA-2]. That puts a clinic’s own paperwork inside the review. Places to check include:

  • Job titles and postings
  • Staff email signatures and name tags
  • Team pages, brochures and social media bios
  • Service agreements and consent forms
  • Invoices and funder forms
  • Messages that tell families who will deliver and supervise their child’s sessions

Job titles for unregistered ABA staff

The College says it “does not have a set list of approved job titles” but expects clarity and transparency about who provides and supervises services [ABA-3]. For unregulated providers it offers examples of less ambiguous titles: Supervised Instructor, Supervised Instructor-Therapist, Supervised Therapist and Supervised Interventionist [ABA-2]. It also warns that a variation of the protected title, such as “Behaviour Therapist”, needs extra care to make registration status and accountability clear [ABA-3].

Credential bodies and associations have added their own readings. The BACB wrote in a notice updated in September 2023 that holders of its RBT and BCaBA credentials have no pathway to regulation under the Act, that Ontario residents could not apply for those credentials from 1 July 2024, and that it would place Ontario RBT and BCaBA certification on voluntary inactive status from that date [ABA-5]. That is the BACB’s decision about its own credentials. The College pages we read name BCBA and BCBA-D but not RBT, so ask the College before putting any credential abbreviation in a staff title, and check the BACB for its current position.

The Ontario Association for Behaviour Analysis (ONTABA), a professional association rather than the regulator, published a stricter reading in October 2024. It advises unregistered staff to avoid the words “behaviour” and “analyst” in titles, and says that starting a title with “Supervised” does not on its own settle the question [ABA-6]. Treat it as one group’s view, not the College’s rule.

Supervision and who is responsible

The College says autonomous-practice behaviour analysts do not need supervision from a psychologist, psychological associate or other regulated professional, and that only autonomous-practice behaviour analysts can provide clinical supervision to behaviour analysts in supervised practice [ABA-2].

The College does not permit “second-order” supervision. A behaviour analyst’s supervisees may have different roles, including some oversight of each other, but the behaviour analyst is directly responsible for all of them and for the services each client receives [ABA-2]. The College also asks employers whether clients and substitute decision-makers are told which individuals provide care, including each provider’s registration status and regulated title [ABA-3].

The Ontario Autism Program and registration

For families who use Ontario Autism Program funding, registration is also a funding matter. The program’s core clinical services guidelines, updated on 10 September 2026, say ABA services must be delivered and/or supervised by a behaviour analyst, psychologist or psychological associate who is registered and in good standing with the College [ABA-7]. The same page sets matching rules for speech-language pathology, delivered or supervised by a registrant of the College of Audiologists and Speech-Language Pathologists of Ontario, and for occupational therapy, by a registrant of the College of Occupational Therapists of Ontario [ABA-7].

A clinic-owner checklist for titles, roster and family information

These steps turn the College’s guidance into work a clinic can assign. They are suggestions for organizing the review, not a statement of what the law requires; confirm any open question with the College or counsel.

  • List every ABA role in the clinic and record who is registered with the College, in which class (autonomous or supervised practice), and who is not.
  • Check each registrant on the College’s public register and note the date you checked. The College says the public can verify registration status there [ABA-3].
  • Review job titles, postings, signatures, team pages, consent forms and funder forms against the College’s guidance, and ask the College or counsel about any title you are unsure of.
  • Name the registered professional who delivers or supervises each client’s ABA plan, and tell families who delivers and who supervises.
  • Check how the clinic is owned. The College says a professional corporation’s shareholders, officers and directors must all be registrants of the same profession, and that a practice management corporation can have other owners but registrants may not practise a regulated profession through it [ABA-8].
  • Re-read the College’s FAQs and employer guidance on a set schedule, and update the roster whenever staff registration changes.

What is a registered behaviour analyst in Ontario?
